State Government Programs

The Maryland Higher Education Commission (MHEC) administers several need and merit based scholarships and grants. Many of them have no vocational requirement and some of them are awarded based on the student's particular area of study. Some are service obligation awards in that the recipient must promise to work in the same field as the major for which the grant or scholarship was awarded.

Need-Based Grants

Guaranteed Access Grant and Educational Assistance Grant
These two grants are called The Howard P. Rawlings Educational Excellence Awards. They are need based grants for full-time, degree-seeking undergraduates who are enrolled at a two-year or four-year Maryland college or university.


Part-Time Grant
This grant is for part-time, degree-seeking undergraduates who must be enrolled at a two-year or four-year Maryland college or university. Part-time is defined as 6-11 credit hours per semester. The minimum Part-Time Grant award is $200, and the maximum award is $1,500.


Graduate and Professional Scholarship Program
This scholarship program is for full or part-time degree-seeking graduate and professional students. Eligible professional programs are dentistry, law, medicine, nursing, pharmacy, social work, and veterinary medicine.
